Born June 6, 1832 in Marshall County (now West Virginia).
Attended Iowa Wesleyan University, Mount Pleasant.
Admitted to the bar 1855 at Winterset, Iowa.
Enlisted 1861 as private in Co. E, 17th Iowa Volunteer Infantry, elected first lieutenant, resigned 1863 for disability.
Practiced law in Lancaster, Missouri.
Elected county attorney 1867, to the Missouri house 1868, attorney general of Missouri 1870.
Returned to Iowa 1875, firm Baker & Drake at Centerville with Gen. F. M. Drake.
Attorney general of Iowa 1884, reelected 1886.
Later formed firm Baker & Baker with son Clarence A. Baker.
Died April 23, 1911.
